Hello, I was looking at the official SAMP website and noticed that a new client version has been released, now there is version R5, does anyone know what has changed?

Most likely some exploit issues that are fixed. SA:MP isn't in active development anymore besides fixes that can compromise users and their systems.

It's a shame that SA:MP is no longer being developed. Is there any version similar to it?

The official downloads are gone and its previous maintainer has closed down SA-MP and the server lists.
You will have to get the clients from https://sa-mp.mp/downloads/ which are pointed towards a new server list.
Other than that, open.mp is working on a client that will eventually be the replacement for the SA-MP client.
