It would be possible to add GTA: Vice City and GTA: III, but that would require you owning the game and having it in lets say your steam folder or another folder on your pc.
This would be possible, but would require servers that want to use said maps only allow access to players who have those games installed.
As to assure that, we don't put players in a world where they can't see assets. Although this is possible, it wouldn't be something we look at right now, but we may try something
like this down the road, as it has been done with other games before.
