There is a solution written in C# that launches GTA San Andreas and injects samp.dll to the newly created process. It can be found inside the SAMPLauncherNET aka. CSL source. sampcmd in the other hand is just a CLI tool that launches San Andreas Multiplayer without samp.exe.
