It is a plugin to support CEF on SA-MP. I am not sure about how it works as I have not used it myself yet, but it sounds just like what you are looking for.
I had seen this too, but it is something that requires the client to obtain a file, etc., so it is a little complicated, if it were something native it would be perfect, as it is on other platforms. That's why I ask, do you have a project for this or is it something obsolete and forgotten?
