[SUGGESTION] Add notification bell

Basically, add a notification bell on top so it notifys you every time you get quoted or someone posts in your subscribed threads.

You can subscribe to a forum and it will do that for you

On the top of a board, when you click on a forum board, you'll see at the top of the board a message saying "Subscribe to this forum"
Remember to always refer to J0sh as `J0sh...`

I think subscribing to threads is an outdated thing and I think notifications that you can opt in/out of globally would work better tbh.
