The idea is to make a a_http with more possibilities and more elaborated; like having a function to open a web page or work better with http requests.

"open a web page" this would not be possible at the current stage of open.mp, and nor should it be.
I think the http library will be almost identical to SA-MP's just without the bugs and it will most likely support https. However there is a plugin that can literally do all of that and much more. https://github.com/Southclaws/pawn-requests
